Our Mandate

Risima was established to address the need for accessible home loan financing for all residents of Limpopo, both in rural and urban areas. Through this mandate, Risima supports LEDA in achieving its developmental objectives and advancing empowerment across the province by enabling housing construction in line with the Provincial Employment, Growth and Development Plan.

Risima’s core focus is on providing housing finance to the “GAP” market,individuals who earn too much to qualify for fully subsidized housing, yet too little to obtain a home loan from traditional financial institutions.

At the heart of Risima’s activities are the following priorities:

  • Providing affordable housing finance to previously disadvantaged individuals

  • Accelerating rural development through accessible home loan financing

  • Facilitating the availability of low-cost housing for the GAP market

  • Financing property development projects that promote mixed-use residential solutions

As Follows

National Development Plan, Vision 2030 – seeking to eliminate poverty and sharply reduce inequality and unemployment by 2030.

Revised Medium-Term Strategic Framework 2019-2024 (MTSF) – giving effect to the electoral mandate and framed around seven national priorities for the period to 2024.

Risima contributed to 2 MTSF priorities:

  • Priority 1: A capable, ethical and developmental State – functional, efficient and integrated government.

  • Priority 2: Economic transformation and job creation – quality and quantum of investment to support growth and job creation improved, and increased economic participation, ownership, access to resources, opportunities.

  • Priority 4: Spatial integration, human settlements and local government – spatial transformation through multi-programme integration.

National Economic Reconstruction and Recovery Plan (October 2020) – in response to the COVID-19 pandemic, to create jobs primarily through aggressive infrastructure investment and mass employment programmes; reindustrualise the economy by focusing on growing small businesses ; accelerate economic reforms to unlock investment and growth; fight crime and corruption; and improve the capability of the State.

National Spatial Development Framework, 2050 – under the theme “Moving South Africa forward towards the desired Spatial Future”, proposes five National SPatial Action Areas (NSAAs) which require urgent, focused and integrated national spatial infrastructure investment and spending; and concerted and sustained intergovernmental collaboration, including the alignment of plans, budgets and departmental plans in in between the spheres of government.

Limpopo Growth and Development Plan (LGDP) – programmes that target people excluded from mainstream economic activity or formal employment (rural areas, informal settlements, townships).

Leda Group MTSF-aligned strategic focus for 2020-2025 – improved return on investment in subsidiaries and net profit percentage and returns from associates.

Limpopo Department of Economic Development, Environment and Tourism 2020-2025 Strategic Plan – strengthening the implementation capacity of LEDA, and mobilisation of private sector investment, including foreign direct investment.
